The present invention relates to an insulation resistance measuring device and method, the insulation resistance measuring device comprising: a parameter resistor connected to a cathode terminal of a battery; a shunt resistor connectible to the parameter resistor; a current detection circuit including an operational amplifier for detecting and outputting voltages at both ends of the shunt resistor; and a control unit for determining the insulation resistance of the battery by using a predefined insulation resistance calculation formula including, as a parameter, a first voltage variation amount with respect to the output voltage of the operational amplifier when the first high voltage signal and the low voltage signal are applied to the shunt resistor, wherein the control unit includes: a switch control terminal for controlling a switch, which is connected between the parameter resistor and the shunt resistor, to be in an on or off state; a detection signal output terminal for selectively applying a first high voltage signal and a first low voltage signal to the shunt resistor; a regulating signal output terminal for adjusting the output voltage of the operational amplifier within a preset range; and an ADC connected to an output terminal of the operational amplifier. |
