PROBLEM TO BE SOLVED: To provide a mobile communication system capable of properly controlling D2D communication, a base station, a user terminal, and a processor.SOLUTION: A wireless base station includes a control part for executing processing of individually transmitting information representing a wireless resource to a user terminal. The control part executes processing of transmitting the information representing the wireless resource to other wireless base station.
