PROBLEM TO BE SOLVED: To provide a transmission system performing more simple visible light communication and a transmitting device and a receiving device used for the transmission system.SOLUTION: According to embodiments, a transmission system comprises a transmitting device and a receiving device. The transmitting device includes: a modulation unit for generating a modulation signal by modulating transmission data at a prescribed chip rate; and one or more light sources for radiating visible light corresponding to the modulation signal. The receiving device includes: a light-receiving part including one or more lines of light-receiving elements for receiving light within a prescribed range including the visible light; a frame buffer for holding generated image data corresponding to the light the light-receiving part received; and demodulation unit for generating reception data corresponding to the transmission data by demodulating the image data.
