<p><P>PROBLEM TO BE SOLVED: To provide a VPN system capable of effectively using an access-circuit band when traffics are not concentrated at one user node from a plurality of the user nodes, while ensuring bands at every transmission-origin user node even when the traffics are concentrated at one user node. <P>SOLUTION: The user node (a router) 111 being connected to access circuits ensuring the bands and measuring/informing the quantity of UNI receiving data, the user nodes (the routers) 112 and 113 capable of changing output speeds at every address, and a policy server 131 requiring the changes of the output speeds at the transmission-origin user nodes, are prepared.
