PROBLEM TO BE SOLVED: To provide a control device capable of performing accurate control by sequentially estimating change of dead time while suppressing vibration or divergence according to identification of a parameter of a plant model. SOLUTION: The device sequentially identifies the parameter of the plant model for expressing a control object by a formula discretized at a predetermined sampling period dt, estimates surplus dead time included in the plant model by using the identified identification parameter, moving-forward/putting-off updates a value of the number of waste-sampling times based on the estimated surplus dead time, and estimates the dead time based on the updated number of the waste-sampling times.
