PROBLEM TO BE SOLVED: To provide a fixing device that can reduce the amount of emission of ultra fine particles, such as siloxane molecules, a fixing device, and an image forming apparatus.SOLUTION: A fixing member of the present invention is at least one fixing member of a pair of fixing members used in an image forming apparatus that fixes a toner image on a recording material with a fixing device including the pair of fixing members; the fixing member has a roll-like shape and includes an elastic body layer including silicone rubber and a surface layer laminated on the outside of the elastic body layer; the surface layer includes a perfluoroalkoxy alkane resin having a specific substituent as a main component; the specific substituent is at least one group selected from a group including a siloxane bond and a bulky group.SELECTED DRAWING: Figure 1 |
