PROBLEM TO BE SOLVED: To provide a communication quality measurement device that automatically, continuously and periodically measures communication quality and to provide its method and a recording medium for recording its program. SOLUTION: A timer 12 transmits an instruction signal to a cyclic connection processing section 13, at the start time of a time schedule read from a data- recording section 18. The cyclic connection processing section 13 similarly reads a telephone number list of access points 3-i and gives an instruction to a modem 11. The modem 11 makes a phone call to a designated telephone number to set up connection type communication. A data collection processing section 16 starts measurement of a phone connection time or the like. An application start section starts a WWW browser 14. The WWW browser 14 makes connectionless type communication with a WWW server 5 to receive information. The data collection processing section 16 measures connection time or the like to the WWW server 5 and writes measurement data to the data recording section 18, when the connection type communication is interrupted.
