PROBLEM TO BE SOLVED: To provide a refractive index change element showing >1% refractive index change rate in a transparent region. SOLUTION: The refractive index change element includes a structural part having a plurality of quantum dots formed of organic molecules each containing aπ-conjugated system positioned in a center part and alkane chains arranged around theπ-conjugated system and having a divergent energy level and a dielectric matrix in which the quantum dots are dispersed and an electron injecting part injecting electrons into the structural part.
