The hydro-electric power plant and coastal protection device has a 1 to n lever shaft (2) operated on an energy absorption axis (3), and n is any whole number. The lever shaft is brought in flow by the flow of the fluid and the energy absorption axis is brought for rotating around the own axis by the movement of the lever shaft. The energy absorption axis drives, particularly a current generator (4) across suitable connections. The position of the energy absorption axis has a firm connection from floor of the body of the water with suitable constructional structures (8).
