A DPF controller (21) for easily creating a display identifier and a speech identifier for providing an image and a speech necessary to drive a mobile body such as an automobile from state information representing the states of parts of the mobile body. The DPF controller (21) creates, as display identifiers, a layout identifier (MEN) specifying the layout of images to be displayed on a liquid crystal display device (11), an element image identifier (SEN) specifying the display mode of element images in the layout, and a speech identifier of speech data to be outputted. To create these identifiers, the DPF controller (21) checks a MEN/SEN judging table (23) storing an identifier table which defines the correspondence relation between state information (D) and the MEN, the correspondence relation between the state information (D) and the SEN, the correspondence relation between the MEN and SEN, and the correspondence relation between the state information (D) and the speech identifier with the state information (D) collected from the ECUs (30, 40,...) of the parts of the mobile body.
