a first insulator having light transmissive property; a second insulator arranged opposite to the first insulator; a plurality of conductor patterns formed on a surface of at least one of the first insulator and the second insulator and having transmissive property to light; a plurality of first light-emitting devices connected to any two conductor patterns of the plurality of conductor patterns; and a resin layer arranged between the first insulator and the second insulator to hold the first light-emitting devices.
