Provided are: a composition for forming an optical function layer, which enables the achievement of good transparency and low refractive index, and which forms a film having excellent moisture resistance; a solid-state imaging element which uses this composition for forming an optical function layer; and a camera module. This composition for forming an optical function layer contains a siloxane resin and silica fine particles, and a film formed from this composition has a refractive index of 1.3 or less.
