PROBLEM TO BE SOLVED: To provide a base station apparatus and a transmission control method wherein a base station side can suppress/distribute the number of responding terminals and a terminal side transmits a response channel at a point of time when a count start is notified without the need for using access information (Probability factor). SOLUTION: The base station apparatus 100 includes: a transmission control section 101 for recognizing a channel through which a Down Link Channel informs of count start and controlling a transmission area of the channel by a transmission power; a response channel recognition section 102 that receives a response channel transmitted from each terminal for recognizing the channel used for notice of the count start; and a terminal count section 103 for counting the number of terminals by the reception of response channels, and the base station apparatus 100 sets a plurality of sizes of channel arrival areas by stepwise increasing the transmission power of the channel of count start notice and counts the number of the terminals by receiving the response channels transmitted from the terminals in each transmission area.
