PROBLEM TO BE SOLVED: To provide a base-isolation structure which has simple constitution and can alleviate a drawing force exerted on base-isolation rubber, and a base-isolation method. SOLUTION: The base-isolation structure 10 is constituted by forming a through hole 19 at the lower flange plate 16c of the base-isolation rubber 16, and by providing a removable projection member 18 which penetrates the through hole 19 and can be fixed to a base plate 14a at the top of the base 14.
