PROBLEM TO BE SOLVED: To reduce the increase and variation of the equivalent series resistance of a solid-state electrolytic capacitor. SOLUTION: A capacitor element is formed having an anode body formed with an anodic oxidation coating on the surface (etching to cut end formation/carbonization treatment), the capacitor element is immersed in oxidant solution with the mixed liquid of butanol or isopropanol and ethanol or methanol in which the concentration of ethanol or methanol ranges from 20 to 40 wt.% as solvent so that oxidant can be impregnated in the capacitor element (oxidant impregnation), and the capacitor element is immersed in monomer solution so that monomer can be impregnated in the capacitor element (monomer impregnation). Then the chemical polymerization of the oxidant and monomer impregnated in the capacitor element is carried out so that solid-state electrolyte configured of conductive high polymer can be formed on the oxidation coating (solid-state electrolyte formation).
