An image coding device (100), which codes a dynamic image and carries out filter processing for a local decoded image used for inter estimate when performing coding, is provided with a control parameter determination unit (117) that determines every processing unit of the dynamic image a filter strength control parameter based on the degree of difficulty in decoding the dynamic image to fix one filter strength characteristic out of a plurality of filter strength characteristics, a filter control unit (116) that controls the filter strength in accordance with the filter strength characteristic determined by the control parameter determination unit (117), and a loop filter (115) that carries out filter processing with the filter strength controlled by the filter control unit (116) for the local decoded image.
