<P>PROBLEM TO BE SOLVED: To provide a manufacturing method that prevents the occurrence of element damages, when fixing a heat exchanger to a thermoelectric element. Ž<P>SOLUTION: A thermoelectric conversion device is constituted of a thermoelectric element part 20 having a pair of p-type thermoelectric element and n-type thermoelectric element, which are electrically connected in series by a first electrode and a second electrode, a first heat exchanger 31 having a first face where a first insulating layer to which the first electrode is bonded is formed and a first hole whose opening is formed on an inner side of a region where an arranging range of the p-type thermoelectric element and the n-type thermoelectric element is projected on the first face, a second heat exchanger 32 having a second face where a second insulating layer to which the second electrode is bonded and a second hole whose opening is formed on an inner side of a region where the arranging range of the p-type thermoelectric element and the n-type thermoelectric element is projected on the second face, and a fastening part 40 which is inserted into the first hole and the second hole and operates force for holding the thermoelectric element part between the first face and the second face on the first heat exchanger and the second heat exchanger.
