PURPOSE: A device and a method for coding/decoding a voice are provided to regenerate an improved sound quality. CONSTITUTION: A voice coding device is prepared with a voice characteristic extraction unit(1) and a coding unit(2). The coding unit(2) is composed of PCW(pitch cycle waveform) alignment unit(204), dimension conversion unit(206), PCW encoding unit(208), PCW decoding unit(210), delay unit(212) and bit packet unit(220). Herein, a PCW extraction unit(202) extracts a pitch cycle waveform by inputting a signal and a pitch(T). Then, the PCW alignment unit aligns the pitch cycle waveform extracted by the PCW extraction unit with a past pitch cycle waveform.
