PROBLEM TO BE SOLVED: To provide an image processor capable of detecting a motion vector less affected by noise. SOLUTION: A decomposition part 1 decomposes an original image into a cartoon image u and a texture image v by a TV method, and a motion vector detection part 3 detects a motion vector on the basis of the cartoon image u. Since the cartoon image is an image which has edge components and has Gaussian noise and spike noise reduced, the motion vector less affected by noise can be detected. A composition part 2 combines the decomposed cartoon image u and texture image v to generate a restored image.
