PROBLEM TO BE SOLVED: To provide a vehicle monitoring device that facilitates recognition and/or determination of the subject of attention. SOLUTION: An image processing part 2 divides an image area into divided image areas containing moving bodies and a divided image area containing the background, based on changes between frames obtained. Of the divided image areas, the divided image area containing a moving element that moves away and the divided image area containing the background are blurred. As a result, the amount of unnecessary information is reduced and display images easily recognized can be obtained. For example, it is made easy to recognize a moving body that approaches.
