<P>PROBLEM TO BE SOLVED: To provide a control server for preventing personal information from being disclosed even when it is unnecessary. <P>SOLUTION: A user operates an access terminal 40, and selects a service whose provision the user wants to receive. An information extraction part 13 checks the conditions of the item and service provision of personal attribute information whose disclosure is necessary to an application server 20 when the user receives the provision of the selected service, and extracts the data of the items of the personal attribute information whose disclosure is necessary from an attribute information management database 30. A condition decision part 14 performs the matching of the extracted data with the conditions of the service provision, and decides whether or not the conditions are satisfied.
