PROBLEM TO BE SOLVED: To provide a technology for correcting map coordinates wherein, by dividing an area in a dividing pattern matching the correction amount of each reference point, the accuracy of coordinate value is kept high after correction transformation. SOLUTION: An axis setting device 5 determines the anisotropic axial direction from the coordinate values, before and after correction on a map, of reference points forming vertexes of each segment triangle area segmenting a map. A ratio setting device 6 obtains the anisotropic ratio on the basis of the coordinate values, before and after correction, of each reference point and the anisotropic axial direction. A dividing device 7 divides a map, on the basis of the anisotropic axial direction and the anisotropic ratio, into a plurality of segment triangle areas in such a manner that an ellipse passing through three vertexes constituting each segment triangle area and having the anisotropic axial direction as its axis and the anisotropic ratio as its ellipticity does not contain, in its inside, vertexes other than the three vertexes. A transformation device 8 calculates the correction transformation on the basis of the coordinate values, before and after correction, of each reference point, and performs correction transformation with respect to the coordinate points inside each segment triangle area.
