PROBLEM TO BE SOLVED: To provide an information processing apparatus and the like in which address management of a memory for storing transform coefficients before and after encryption is facilitated when performing encryption processing, on the transform coefficient obtained by frequency disintegration, in which a bit length of input data and a bit length of data to be outputted are different from each other. SOLUTION: An information processing apparatus is configured which includes: encryption means which encrypts a plurality of source transform coefficients obtained by performing frequency disintegration onto source data to produce encrypted transform coefficients; regional bit number determining means for determining, as the equal number of regional bits, the number of bits in a region to store one of the source transform coefficients in the memory and the number of bits in a region to store one of the encrypted transform coefficients, based on a greater value of either a maximum number in the numbers of bits of the source transform coefficients or a maximum value in the numbers of bits of the encrypted transform coefficients; and address generating means for generating an address in the case of storing the source transform coefficient and the encrypted transform coefficient in the memory based on the number of regional bits.
