PROBLEM TO BE SOLVED: To provide a cylinder type vehicle restraining device in an unmanned parking lot in which a tip of a flap plate can be roughly vertically raised. SOLUTION: On a back surface ahead of a base end part of the flap plate 5, a tip part of a lever 10 is pivotally attached, and a base end part of the lever 10 is pivotally attached on the side of a box 1 containing a cylinder to oppupy a position more on the front side than the tip part. To a tip part of a cylinder rod driven to horizontally advance and retract by the cylinder, the base end part of the flap plate 5 is connected, thereby the flap plate 5 is raised, or fallen between a raised position and a fallen position.
