PROBLEM TO BE SOLVED: To provide a regulating reservoir structure which can effectively utilize a precious land. SOLUTION: A regulating reservoir is set at a location below a toe of a slope of filling. The regulating reservoir is constituted of peripheral side walls, a bottom slab, and a top slab of a ceiling surface. Then, earth forming the toe of the slope of the filling is mounted on the top slab.
