PROBLEM TO BE SOLVED: To a realize a bulletin board system in which a person having the eyes to be challenged and a person operating a moving vehicle can read messages bulletined on a bulletin board. SOLUTION: A client 100 who listens to a voice message fetches voice messages stored in a server 101 on which a voice bulletin board system is mounted and outputs the voice messages. A client 105 and a portable telephone set 104 registers a voice message in the server 101.
