PROBLEM TO BE SOLVED: To provide a method for manufacturing toner for electrostatic charge image development, and so on, the toner showing stable charging property, having uniform deposition of an external additive and high fluidity, and causing no decrease in image density during running operation or no stain on a base or transfer scattering. SOLUTION: The method for manufacturing toner for development is characterized in that: a charge amount Q<SB>600</SB>after the toner is mixed and stirred with a carrier for 10 minutes under the conditions of normal temperature and normal humidity and 2.5% toner density and a charge amount Q<SB>B</SB>of the toner mother material under the same conditions are in a relation of Q<SB>B</SB>>Q<SB>600</SB>; and the blade diameter 2r (m), the inner depth H (m) and the blade revolution R (rpm) of the mixing machine, and the mixing period T (s), and the charged weight W (kg) of the toner material on mixing satisfy expression (1).
