PROBLEM TO BE SOLVED: To provide a dispersion liquid which is prepared by using a carbon nanotube and is excellent in dispersion stability and to provide a coating film which is formed by using the dispersion liquid as a coating liquid and is excellent in haze and surface electrical resistance. SOLUTION: The dispersion liquid is prepared by using the carbon nanotube having a specific outside diameter (10-50 nm) and specific crystallinity (0.70-1.50), a compound having a basic functional group, a compound of≤15,000 molecular weight and a ketone-based solvent. The prepared dispersion liquid is applied to a base material to obtain the coating film of the carbon nanotube, which is excellent in haze and surface electrical resistance.
