[Problem] To provide a card processing device and an automatic vending machine, whereby a card is firmly secured in an inhibiting state, the overall device size is reduced, the release operation is simplified, and the insertion of foreign objects between a blade and the card can be inhibited. [Solution] An inhibiting mechanism characterized by: comprising a first inhibiting member, a second inhibiting member, a link member, and a cover member; the first inhibiting member operating so as to release restriction on the operation of the second inhibiting member when an inhibiting-state release lever is pressed; the second inhibiting member operating so as to release a state in which a blade is caused to be in contact with the card when the inhibiting-state release lever is pressed; the link member connecting the first inhibiting member and the second inhibiting member such that the operation of the second inhibiting member is linked to the operation of the first inhibiting member when the inhibiting-state release lever is pressed; and the cover member operating so as to release a state in which an end section is caused to abut the card when the inhibiting-state release lever is pressed.
