PROBLEM TO BE SOLVED: To provide a plant controller, capable of improving controllability to a plant to which an existing control system is introduced. SOLUTION: An output switching means 5 outputs an additional control operation quantity ui calculated by an addition control means 4, when a change in the process value is detected by a detecting means 6, and stops the output of the additional control manipulated variable ui when the change of the process value is restored. A manipulated variable generating means 3 calculates and outputs a operation quantity to a plant 1, based on the already set operation quantity of an existent control means 2 and the additional control manipulated variable of the addition control means 4.
