PROBLEM TO BE SOLVED: To sterilize seed by hot water, to cool the seed by cold water, and to dry the seed, efficiently. SOLUTION: A hot water sterilizing tank 1, a cooling tank 2 and a drying chamber 3 are successively disposed from an upstream side toward a downstream side, conveying means 5, 6, 7, 41a are disposed to successively and continuously convey the seed put in air-permeable containers 8, 41b from the upstream side toward the downstream side of the hot water sterilizing tank 1, the cooling tank 2 and the drying chamber 3, and hot water sterilizing work, and cold water cooling work and drying work, are continuously performed without replacing the seed.
