PROBLEM TO BE SOLVED: To powder waste plastic without requiring a heating means.SOLUTION: Waste plastic 1 as a raw material is coarsely crushed with a coarse crusher 2 to become a coarsely crushed product 1a. The coarsely crushed product 1a is supplied to a ring die type molding machine 3 and becomes the skin 1c of plastic solidified after a surface layer is softened by frictional heat when the coarsely crushed product 1a is compressed and passes through the die hole of a ring die. An intermediate 1b having a structure holding the coarsely crushed product 1a at the inside of the skin in a dense state is formed. The intermediate 1b is supplied to a pulverizer 13 and powdered by pulverization due to cutting and shearing actions with a rotary knife and a stationary knife and a powdered product is a powder plastic fuel 1h.SELECTED DRAWING: Figure 1
