PROBLEM TO BE SOLVED: To provide a computer system, a method, and a program for queuing in cluster environment. SOLUTION: The computer system (100) includes at least one server (104), a first queue (102), a first cluster (101) which can operate so that service is provided responding to service requests (103), a second queue, and a second cluster which can operate so that service is provided responding to the service requests. The first cluster receives a service request, and determines whether there is an idle server in the first cluster or not. When there is an idle server in the first cluster, the computer system assigns the received request to the idle server. When there is not an idle server in the first server, the computer system can operate so that the received request is accepted in the first queue, or the received request is transferred to the second cluster, according to an algorithm based on at least a first probability value.
