PROBLEM TO BE SOLVED: To provide an arbitration circuit, capable of optionally changing the priority of arbitration for a plurality of requests from the outside. SOLUTION: The arbitration circuit 1 comprises a priority factor calculation part 11, a priority factor comparison part 13, a receipt determination part 15 and a priority order determination part 14. The priority factor calculation part 11 calculates an arbitration priority factor S(n) of each request based on a priority P(n) set by request sources 4, 5, 6 and 7 for each request. The priority factor comparison part 13 compares the arbitration priority factor S(n) of each request calculated by the calculation part 11. The receipt determination part 15 determines receipt of each request based on the comparison result by the comparison part 13. The priority order determination part 14 determines the priority order of request receipt when two or more requests have the same arbitration priority factor S(n) calculated by the calculation part 11.
