PROBLEM TO BE SOLVED: To achieve the hot plug of an arbitrary I/O device to an empty slot without altering the configuration software of a PCI express system installed in a computer. SOLUTION: A virtual PCI express device 1600 secures a resource space for a device whose extension is expected in the future by showing the existence of a pseudo I/O device in a PCI express initial configuration cycle. When an I/O device 1400 is inserted into an empty slot 1605, a virtual PCI express device control logic 1602 notifies a downstream PCI-PCI bridge 1504 by using a hot plug control line 1601. A downstream PCI-PCI bridge 1504 performs interruption to notify a CPU 1100 of the insertion of the I/O device 1400 according to the procedure of hot plug defined by the standard of a PCI-SIG, and performs the configuration of the I/O device 1400 into which the called configuration software 1000 has been inserted.
