<P>PROBLEM TO BE SOLVED: To provide a receiving device capable of encoding the number of coefficients other than zero, which are contained in a block after application of orthogonal transformation, regardless of property of the objective image, in an always highly effective way. <P>SOLUTION: The receiving device includes a factor number detector 109 for detecting the number of coefficients having values other than zero from generated coefficients for every block; a coefficient number storage device 110 for memorizing the number of detected coefficients; and a coefficient number encoder 111 for selecting a variable length encoding table based on the number of coefficients of the encoded block, which is located around the encoding objective block, and performing variable length encoding for the number of coefficients, by referring the selected variable length encoding table. <P>COPYRIGHT: (C)2009,JPO&INPIT |
