<P>PROBLEM TO BE SOLVED: To improve a system and method for regulating temperature of a fuel cell which is cooled with a cooling medium moving by passing through the fuel cell. <P>SOLUTION: The system has a first control means 5a measuring temperature Tsm of cooling fluid and controlling the flow rate of the cooling fluid as a function of the measured temperature Tsm of the cooling fluid, and a second control means 7a measuring the flow rate Qm of the cooling fluid, and controlling temperature Tec of cooling fluid as a function of flow rate difference between a command flow rate Qc specified with the first control means 5a and the measured flow rate Qm of the cooling fluid corresponding to the command flow rate Qc.
