PROBLEM TO BE SOLVED: To reduce a processing amount while maintaining recognition performance in image recognition.SOLUTION: For each of a plurality of search areas set in a frame of an image, an image search unit searches for a target object area indicating an image of a target object from the image. An image tracking unit tracks the target object area in a peripheral area including the target object area searched for in the past each time the image search unit searches for each of the plurality of search areas.
