PROBLEM TO BE SOLVED: To provide a practical extra fine shaft forming method, and a device thereof capable of consistently and efficiently forming an extra fine shaft. SOLUTION: In the method and the device for forming an extra fine shaft in which an extra fine wire electrode 6 of negative polarity and an electrode 7 of positive polarity are relatively positioned by a positioning means, discharge is performed by supplying the machining power between the extra fine wire electrode 6 and the electrode 7 by a machining power supplying means 10, and an extra fine shaft is formed on the extra fine wire electrode 6, a working fluid adhering means for adhering working fluid 4a to the extra fine wire electrode 6 is provided to form the extra fine shaft in a gaseous atmosphere. The extra fine shaft can be consistently and efficiently formed, and the cost for forming the extra fine shaft can be reduced. A step of machining an extra fine hole, etc., can be automated by using the formed extra fine shaft as an electrode for electric discharge machining as it is.
