A voltage and frequency controller and a method thereof on network on chip for transceiving data through network between processing elements processing data are provided to reduce the power consumption of network by dynamically supplying voltage and frequency of link. A controller(310) designates a path for operating PE with reference to tables stored in a storage(320). The controller transmits control signal to a power controller(330) and a clock controller(340) for controlling power and frequency of links.
