PROBLEM TO BE SOLVED: To provide a monitoring device or the like capable of estimating the probability that an HO failure occurs.SOLUTION: The monitoring device includes a determination part, a specification part, and an estimation part. The determination part refers to communication quality with each base station in each location information collected from a mobile station, and determines whether HO communication is impossible between a plurality of base stations on the basis of communication quality of each zone corresponding to the location information. The specification part specifies the zone as an impossible area in the case that HO communication between the plurality of base stations is impossible. The estimation part estimates an undetermined zone as an impossible area in the case that HO communication of a zone adjacent to the specified impossible zone is not determined, and that a periphery of the undetermined zone is adjacent to a zone of a plurality of impossible areas.SELECTED DRAWING: Figure 7 |
