摘要 PROBLEM TO BE SOLVED: To provide a method of increasing the coding efficiency in using motion compensated prediction.SOLUTION: A prediction difference information decoding unit 602 decodes coded data on a prediction error signal. A motion information decoding unit 606 decodes coded data on motion information. An adding unit 604 adds up a prediction signal which is generated based on the motion information of a block to be decoded that is decoded by the motion information decoding unit, and the prediction error signal of the block to be decoded that is decoded by the prediction difference information decoding unit, so as to reproduce an image signal of the block to be decoded. In the motion information of the block to be decoded, an index of a reference block neighboring the block to be decoded and a difference vector between a motion vector of the block to be decoded and a motion vector of the reference block are encoded. The motion information decoding unit 606 decodes the difference vector to correct the motion vector of the reference block, so as to generate the motion vector of the block to be decoded.SELECTED DRAWING: Figure 6
