An underwater heater according to the present invention comprises: a flange; a heating pipe bent in a U shape such that both longitudinal ends thereof pass upwards through the flange; a sensor rod having one end passing upwards through the flange; a cap coupled to the flange so as to cover the ends of the heating pipe and the end of the sensor rod, wherein the ends of the heating pipe and the sensor rod protrude from the top surface of the flange; a power line having one end inserted into the cap so as to be connected to a power terminal of the heating pipe; a sensor line having one end inserted into the cap so as to be connected to a sensor terminal of the sensor rod; and silicone filled inside the cap and composed of a plurality of layers hardened in time intervals.
