The present invention relates to a water-solubility cold rolling oil composition for rustless steel. The invention provides a cold rolling oil composition, capable of non generation of patterns on the steel plate surface after annealing and pickling after a cold rolling in a cold rolling procedure, and a color tone is uniform. The water-solubility cold rolling oil composition for rustless steel is characterized in that the composition contains at least a base oil selected from mineral oils and synthesis ester, and alkyl phosphonic acid derivant represented by formula (1), does not contain fatty acid formed by hydrocarbon and having carboxyl.
