PROBLEM TO BE SOLVED: To provide a method for producing a blocked isocyanate curing agent without using as the catalyst any organotin compound with possibility of affecting the environment. SOLUTION: This method for producing a blocked isocyanate curing agent comprises the step of reaction between an isocyanate and a blocking agent in the presence of, as the catalyst, a tertiary amine, substituted aniline or substituted toluidine.
