PROBLEM TO BE SOLVED: To provide a hydrogen generator capable of efficiently generating hydrogen from ammonia and to provide a fuel cell system for generating power by using the efficiently generated hydrogen.SOLUTION: The hydrogen generator 1 includes a plasma reaction vessel 3, a high-voltage electrode 5, a grounding electrode 7, and gas feeding means 15 for feeding, into the plasma reaction vessel, an ammonia-containing gas. The high-voltage electrode 5 is constituted to include a hydrogen separation membrane 12. A discharge is induced between the hydrogen separation membrane 12 of the high-voltage electrode 5 and the grounding electrode 7 by power fed from a high-voltage pulse power source 2 under normal-temperature and atmospheric-pressure conditions, and hydrogen is generated by converting, into plasma, the ammonia included within the fed gas. |
