<p><P>PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical fiber preform inside of which foreign substance is not present. <P>SOLUTION: The method of manufacturing the optical fiber preform having a heating step for heating a glass rod with flame, is provided with, before the heating step, a cleaning step for removing the foreign substance from the surface of the glass rod by cleaning at least a part of the surface of the glass rod. The cleaning step is a step for removing a particle of a transition metal element or a compound containing a transition metal element which has≥0.05 mm particle size from the surface of the glass rod.
