PROBLEM TO BE SOLVED: To perform image processing for increasing white area of an image to increase an amount of information which can be embedded when the amount of information which can be embedded in the image runs short when additional information is embedded in the image. SOLUTION: The image is input and embedding information which is the additional information is simultaneously input (steps 101, 102). Whether or not the input information can be embedded in the input image is decided from a size of white background in the image (a step 103). When it is decided that embedding is impossible, the white background area is increased by forcibly performing editing of the image such as background removal and after that, processing for embedding the input information in the input image is performed (steps 104, 105).
