Disclosed are a bit interleaver, a BICM device, and a bit interleaving method. The bit interleaver according to an embodiment of the present invention includes a first memory which stores an LDPC codeword having a length of 64800 and a code rate of 4/15; a processor which interleaves the LDPC codeword by the bit group unit of a size corresponding to the parallel factor of the LDPC codeword; and a second memory which provides the interleaved codeword for a modulator for QPSK modulation. So, burst errors can be effectively distributed.
