PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus, capable of reproducing a broadcast program whose commercial messages are cut off accurately from a recording medium for recording the broadcast program, even when the detection of the commercial messages is disabled or the accuracy of detecting commercial messages is poor. SOLUTION: The recording and reproducing apparatus includes a telecine signal detection section for detecting a telecine video signal from a video signal of a received broadcast program; a stereo signal detection section for detecting a stereo signal from the audio signal of the received broadcast program; a chapter setting section for setting chapters at start and stop positions detected by the telecine signal detection section or the stereo signal detection section; a recording section for recording the video signal and the audio signal of the broadcast program, to which the chapters have been set; and a reproduction section for reproducing the video signal and the audio signal of the broadcast program recorded by the recording section in units of chapter.
